The Statute of INSF

The Act of “Amendment of Iran National Science Foundation Statute”, issued in Meeting 217 on January 18, 2011 with Supreme Council of Cultural Revolution in accordance with the issuance in Meeting 677 held on December 7, 2010, is established with the conditions hereinafter set forth.

General Principles

Countries owe their stable development and improvements to preservation and maintenance of their scientific, research and technological capital. Researchers and innovators provide improvement, excellence, scientific and technological development, and comprehensive sustainable development for their country; hence, it is a significant priority to recognize, communicate with and support these capable assets of the society so as to employ their participation and collaboration in different fields for the sake of the creation of science, technology and development. To this end, and in alliance with Article 3 Section 4 of Constitution of Islamic Republic of Iran, and according to Section 16 of the Act of Position, Missions and Responsibilities of Supreme Council of Cultural Revolution, Iran National Science Foundation (INSF) is founded as is stated in this statute, for enhancing researchers’ welfare; providing appropriate regulation to generate science and technology; easing the synergy of science, production and wealth; and preparing a suitable ground for their performance, so as to achieve sustainable development of the country and avail people with the benefits of research and technology.

Article I: Name

The name of the association shall be “Iran National Science Foundation”, hereafter called “Foundation”.

Note: The Foundation shall be an independent legal entity and it shall be located in Vice-Presidency for Science and Technology, Presidency of Islamic Republic of Iran.

Article II: Purpose

The Foundation is established to enhance the researchers in science, technology, commercialization and serving the public, through delivering financial, as well as spiritual support to legal or natural researchers and technologists of Iranian universities and Hawza.

Note 1: Financial support includes providing the demanded credit and facilitating the stages and mechanism of funding the researchers and technologists for the proposals and programs submitted and approved by the Foundation.

Note 2: Spiritual support includes official support, introduction and confirmation of the submitted proposals, acknowledgement and appreciation of the researchers, and providing researchers and technologists with appropriate advice.

Note 3: A researcher is a legal or natural entity with scientific knowledge, expertise and degrees and due achievements in the field of research and/or technology, whose qualification has been confirmed by INSF Scientific Board, in accordance with the criteria set by the competent authorities of the country.

Note 4: A technologist is a legal or natural entity with the scientific and technological ability required to translate new ideas and knowledge to hardware or executive methods in accordance with the competent authorities of the country.

Article III: Foundation’s Capital and Resources

Resources of the Foundation are government’s annual aids and governed funds, aids from governmental and non-governmental entities, donations, endowed properties, appropriated revenues, bank system facilities, and the revenues generated from investing the Foundation’s surplus funds, within Iran’s legal framework.

Note: In case of attaining new financial resources, the Foundation’s capital will be increased by the Board of Trustees.

Article IV: Pillars of the Foundation

The Foundation has the following pillars:

a)    Board of Trustees,

b)    INSF President, and

c)    Scientific Board.


Article V: Members of Board of Trustees

  1. Iran’s Vice-President for Science and Technology (Chairperson of the Board);
  2. Iran’s Vice-President for Strategic Planning and Supervision;
  3. Secretariat of the Supreme Council of Cultural Revolution;
  4. Iran’s  Minister of Sciences, Research and Technology;
  5. Iran’s Minister of Health and Medical Education;
  6. Iran’s Minister of Agriculture Jihad;
  7. Iran’s Minister of Industry, Mine and Trade;
  8. Iran’s Minister of Petroleum;
  9. Iran’s Minister of Energy;
  10. Director of Academic Center for Education, Culture and Research;
  11. Chairperson of the Supporting Board for Critical Analysis and Scientific Debate Chairs;
  12. Five distinguished faculty members, researchers and technologists from Iran, proposed by the INSF President and appointed upon a mandate by Chairperson of the Board; and
  13. The INSF President (Secretariat of the Board).

Article VI: Meetings of the Board of Trustees

The Board of Trustees shall have regular and extraordinary sessions, the regular sessions to be held at least twice a year with the invitation of the INSF President. The extraordinary sessions shall be held in case of necessity, upon the proposal of the INSF President and the Chairperson of the Board’s approval. The meetings of the Board (regular and extraordinary) shall be officiated with the presence of two-third of the members and the decisions arrived at by the majority of votes of approval shall be considered as legally valid.

Article VII: Duties of the Board of Trustees

  • Determining the principal policies and general guidelines for the activities within the Foundation;
  • Determining the policies and guidelines and issuing plans for the activities within the Foundation, along with the framework of science and technology upstream documents, particularly the Comprehensive Scientific Map of Iran.
  • Amending and changing articles of the Statute and due submission to the Supreme Council of Cultural Revolution for official approval;
  • Reviewing proposals made by the INSF President or those made by at least half of the members of the Board of Trustees, and arriving at subsequent conclusions;
  • Ratifying the Foundation’s Organizational Chart;
  • Establishing a Permanent Commission of the Board of Trustees, selecting the Commission’s members and determining their duties;

Note: The Board of Trustees can delegate part of their duties to the aforementioned Commission.

  • Ratifying by-laws regarding the Foundation’s support procedures for researchers and technologists;
  • Ratifying terms regarding the Foundation’s support procedures for researchers and technologists’ joint research projects with scientific and research institutes inside Iran as well as overseas, within the framework of Iran’s rules and regulations; and
  • Overseeing and assessing the Foundation’s activities.

Article VIII: the INSF President

The INSF President is the highest executive authority of the Foundation who is appointed to a four-year term of office upon the proposal of the Chairperson of the Board of Trustees and the approval of the Board members. The INSF President can be appointed for a second four-year term of office.

Note: The Chairperson of the Board of Trustees can remove the INSF President from the office.

Article IX: Duties of the INSF President

  • Implementing ratifications of the Board of Trustees;
  • Directing and governing executive affairs of the Foundation, within framework of the Statute and terms and regulations ratified by the Board of Trustees;
  • Proposing amendments or changes in the Statute articles to the Board of Trustees for their approval, and submitting the proposals to the Supreme Council of Cultural Revolution for ratification;
  • Proposing an increase or decrease in the Foundation’s capitals to the Board of Trustees for their approval;
  • Preparing and issuing publications that can help the Foundation reach their goals;
  • Protecting and safeguarding the Foundation’s movable and immovable properties;
  • Representing the Foundation against all administrative and legal authorities or third persons, with the right to appoint a third party for vindication of the Foundation’s rights, within legal framework; and
  • Preparing annual plan and performance report of the Foundation and submitting it to the Board of Trustees for examination and approval.

Note: All financial documents and securities shall be valid upon the signature of the INSF President or a delegate and Financial Affairs Manager.

Article X: Members of INSF Scientific Board

Members of the INSF Scientific Board shall be proposed by the INSF President and, upon approval of the Permanent Commission of the Board of Trustees and the mandate issued by the Chairperson of the Board of Trustees, shall be appointed to four-year terms of office. Members shall be selected from amongst distinguished researchers and technologists from Iran with remarkable scientific and administrative records, inter alia, having scientific and technological work in international scale, patented discoveries and inventions, acquaintance with state-of-the-art science and technology of the world, and acquaintance with Country’s scientific, research and technological needs.

Note 1: INSF Scientific Board shall have 7 regular members, including the INSF President, and 2 substitute members.

Note 2: Members of INSF Scientific Board may be appointed to two consecutive four-year terms of office.

Note 3: The INSF President shall be the Chairperson of INSF Scientific Board.

Article XI: Duties of INSF Scientific Board

  • Proposing new priorities, instructions, by-laws and scientific terms needed for achieving the Foundation’s goals; guidelines for drafting scientific reports; and procedures for research oversight to be submitted to the Board of Trustees;
  • Approving the researchers and technologists’ qualification for receiving support from the Foundation;
  • Evaluating and ratifying research and technological proposals within the framework of Comprehensive Scientific Map of Iran and along with the priorities, policies and guidelines determined by the Board of Trustees;
  • Appointing Scientific Review Groups to evaluate proposed and approved projects; and
  • Proposing terms necessary for supporting domestic and international patenting of inventions and discoveries.

Article XII: Financial Activities of the Foundation

Financial activities of the Foundation shall be conducted under the scrutiny of the INSF President and within the framework of financial and transactional by-laws approved by the Board of Trustees. The Foundation shall adhere to Act of “Procedures of Conducting Financial and Transactional Affairs of Universities and Higher Education and Research Institutes” (ratified on January 8, 1991) in all their financial and transactional activities, and all the payments of government and other organizations shall be considered as aid to the Foundation and the surplus shall be transferable to the next year.

Note 1: Fiscal Year of the Foundation shall be from Farvadin 1st (first day of the year in Iranian calendar, or March 21 in Christian calendar) to Esfand 29 (last day of the year in Iranian calendar, or March 20 in Christian calendar) of the same year.

Note 2: The Foundation’s funds shall be kept in a specified bank account in one of the banks in Iran and all the payments shall be made via issuance of checks from the aforementioned bank account.

Article XIII: Amendments or Changes to the Statute

 Any form of amendment or change in the Statute shall be possible in one of the following two manners:

  • Upon the proposal of the INSF President and the approval of the Board of Trustees and with the ratification of the Supreme Council of Cultural Revolution; or
  • Upon the proposal and approval of the Supreme Council of Cultural Revolution.

Article XIV:

This Statute, comprising 14 articles and 14 notes, was ratified in Meting 217 of Substitute Council of the Supreme Council of Cultural Revolution on January 8, 2011, upon the power delegated to the Council in Meeting 677 of the Supreme Council of Cultural Revolution on December 7, 2010.


The original Statute of Iran National Science Foundation was ratified in Meeting 522 held on July 29, 2003. This current statute contains the latest amendments.
